Is there a Voice recogition software that will switch between English and German?

Is it possible to switch between languages?
I stress "SWITCH" I know that its possible in the setting to change the language but I'm looking for a sort of toggel setting or app.
Does anyone know if Lollipop will include switching betwenn voice recogition languages?
Are there any free English to Spanish dictionary apks that I can download to my pc?

I don't have wi-fi, and was wondering if there are any free English to Spanish or English to Portuguese dictionaries that I can download to my pc and transfer to a microSD card to install on my samsung galaxy tablet? I have downloaded apps to my tablet this way before, and so I know that's possible. Oh, and the dictionaries have to be offline because (like I said) I don't have wi-fi, and I want it to be available anywhere I am, not just near a hotspot.

I looked up for earlier postings of this type and did not find any
Problem statement: I would like to query dictionary (English) based on number of words and then get the word's meaning. I would like to get a random word each time I query "database".
My questions are:
1) Do I have to populate words/meanings myself in sqllite or some file along with my app. Bad option
2) If I have to get a "free app" - I found some - and I need to use that as my provider, what is the procedure to get necessary permissions? OK option
3) Is there any native support in Android API for words and meanings - query and lookup? Best option
Appreciate to help me provide me the guidance in this aspect
